The bill to establish the Osun State College of Health Technology, Ilesa passed through the second reading on Tuesday 22nd of October 2019. The honourable speaker, Rt. Hon Timothy Owoeye shortly before the second reading stressed that the school which was established in 1977 was without power and bearing but has been living like an orphan . He added that the establishment bill will enable the state to have qualified personnel to paddle the state health sector. He stated that their discussion on Tuesday will enable the bill to be read for The second time.
The motion to read the establishment law for the second time was moved by Majority leader, Hon. Maruf Olarewaju and seconded by the Hon representing ife east,Hon. Olamide Adeyeye.
The majority leader,Hon. Maruf Olarewaju while briefing the house on the need for the establishment bill being the chairman of committee working on the bill stated among other things the following as the needs for the establishment bill;
1. The bill when passed will help the training of health workers will improved
2. It will solidify the legal framework and improve development of the institutions to compete with her equals.
3. There will be harmonisation with others.
4. There will be autonomy.
5. The skills of their lecturers will be improved.
6. It will enhance Job creation.
7. Quality of graduate from the institution will be improved.
8. It will increase the IGR of the state.
9. The students of institution after graduation will have the opportunity to go for the National Youth Service Corpse (NYSC ) etc .
The Hon representing Ejigbo state constituency , Hon. Adekunle Oyekunle Israel draws the attention of the house to a bill passed by the house in 2005 on the same institution which was not signed by the then executive governor, governor Oyinlola and make reference the standing rules of the house about any bill passed by the house and not assented to by the governor and what the house is to do after 30 days.
The speaker,Rt Hon Timothy Owoeye in his response recalled the event and relate it to the kind of politics that played out then assuring the legislatures that such a game can’t repeat itself anymore because there is a working relationship between the executive arm of our present administration and the legislative arm.
Hon. Timothy Owoeye before the adjournment of the sitting calls on every member of the public that might have any useful information and suggestions that might be helpful in the establishment bill not to hesitate to bring such information and suggestion so as to have a robust legal framework on the institution.
